PCC will not be issued to those applicants who are on tourist visas.

Attestation of Educational Degrees, Sworn Affidavit, Power of Attorney and Commercial Documents:

Registration of Birth

It is necessary to register birth of an Indian child, born abroad, with the Indian Embassy / Consulate in the country of birth. Such registration should be done within one year of the birth. The Embassy/Consulate issues a birth certificate to the child which entitles the child for Indian citizenship by descent. Application for registration of birth should be made online through the following link:

Click on Registration of birth of a minor child at an Indian Embassy / Consulate under Section 4(1) of the Citizenship Act, 1955. Take a print of the online registered application and present the application to the Indian Embassy along with supporting documents and the fee.

Supporting Documents:

Birth Certificate of the child issued by competent authority in country of birth i.e. Vietnam

Copies of the passports of both the parents.

A copy of the marriage certificate of the parents.

A declaration letter by parents that the child has not applied for or holds citizenship / passport of any other country.

The fee is received only in cash in US Dollar at the counter. Payment by any other means will not be accepted.

 

SUBMISSION OF APPLICATION:

Applications are accepted on all working days from 0900 to 1200hrs with prior appointment.

 

PROCESSING TIME

The normal processing time for attestation and PCC is 3 working days.  Applicants should invariably mention their correct e-mail and local mobile number at which Consulate can contact them.

 

COLLECTION TIME

Collection is from 1530-1630 hrs on the pick-up date printed in the receipt issued at the time of applying. If the printed pick-up date falls on a holiday, then the delivery is on a subsequent working day. Documents can also be collected one or two days after the due date, if so desired by the applicant, but always on a working day from 1530-1630 hrs.

Procedure for Attestation

All original documents/copies requiring attestation should be first authenticated by the designated authorities of the State/Union Territory from where the document has been issued. In case of personal documents, Home/General Administration Department of the concerned State Government/Union Territory are the designated authorities. In case of educational documents, the documents should first be authenticated by the Education Department of the concerned State Government/Union Territory. Commercial Documents are to be pre-authenticated by the respective Chambers of Commerce. After attestation by the designated authorities of the State/Union Territory, such documents should also be attested by Ministry of External Affairs, New Delhi before applying for attestation by the Consulate. Applications for attestation of documents by Ministry of External Affairs can be submitted through company called BLS International Attestation Ltd. The detailed information is available on website:
